Regional Program Manager (RPM) – Remote
Location: Remote – Candidates must reside in the Central (CST) or Mountain (MST) Time Zone.

We are seeking an experienced Regional Program Manager (RPM) to support large-scale data center development and infrastructure initiatives for a globally recognized technology organization.
The RPM will oversee multiple complex, multidisciplinary projects focused on civil construction, utility infrastructure, electrical infrastructure, and power delivery. This individual will manage projects across the full lifecycle, from master planning and preconstruction through construction execution and closeout, ensuring alignment with broader regional development and expansion strategies.

This role requires someone who can independently manage multiple projects at varying stages of maturity while coordinating with internal stakeholders, General Contractors (GCs), utility providers, vendors, and local project teams. The ideal candidate has a strong background in large-scale commercial construction, heavy civil, utility infrastructure, or power delivery, preferably within a General Contractor, utility provider, power company, or owner's representative environment.

The RPM will work closely with local on-site Project Managers who oversee day-to-day operations at individual data center locations, helping establish regional priorities, drive project roadmaps, and ensure consistent execution across the portfolio. They will also partner closely with Strategic Negotiators responsible for utility agreements, site acquisitions, and other development-related negotiations.

Required Qualifications

  • 8+ years of construction-based Project Management or Program Management experience.
  • Experience managing large-scale commercial construction, utility infrastructure, heavy civil, or power delivery projects.
  • Experience managing multiple projects simultaneously, including oversight of budgets, schedules, contractors, procurement, contracts, and project execution.
  • Experience working with General Contractors, subcontractors, utility providers, and other external vendors.
  • Strong contract management and procurement experience, including contract negotiations, purchase orders, change orders, RFIs, and RFP/bidding processes.
  • Excellent communication and stakeholder management skills, with the ability to work autonomously, take ownership, and provide clear project updates without significant oversight.
Preferred Background:
  • Previous data center development or construction delivery experience is a significant plus.
  • Experience with substations, transmission lines, power generation, underground utilities, water/wastewater infrastructure, roadway development, earthwork, or other large-scale civil infrastructure projects.
  • Experience supporting utility providers, power companies, large-scale construction General Contractors, or infrastructure owners.
  • Exposure to land acquisition, zoning, permitting, utility negotiations, Power Purchase Agreements (PPAs), or utility interconnection processes.
  • Experience with other mission-critical construction environments, such as airports, highways, hospitals, or similar infrastructure projects.
  • PMP, PE, OSHA certifications, or a degree in Civil, Electrical, or Mechanical Engineering are beneficial.
Key Responsibilities
Program & Project Management
  • Lead and manage multiple infrastructure and construction projects simultaneously across various stages of the project lifecycle, from planning and preconstruction through execution and closeout.
  • Develop and maintain project plans, milestones, resource requirements, and risk management strategies.
  • Provide regional oversight of project priorities, ensuring alignment with long-term data center development and expansion strategies.
  • Manage large capital expenditure portfolios while monitoring project performance against established budgets, schedules, safety, and quality expectations.
  • Drive accountability across project teams and lead cross-functional process improvements.
Preconstruction & Development Coordination
  • Support preconstruction activities, including master planning, site development, design coordination, permitting, and construction readiness.
  • Partner with Strategic Negotiators on site acquisitions, utility agreements, development agreements, and contractual negotiations.
  • Track critical project requirements, including utility commitments, power capacity, infrastructure needs, development timelines, and construction milestones.
  • Participate in site visits, contractor estimate reviews, and constructability assessments.
  • Coordinate with internal design teams to ensure project requirements and development expectations are clearly communicated and executed.
Construction Execution & Infrastructure Delivery
  • Oversee the delivery of large-scale infrastructure improvements, including:
    • Substation and transmission line development.
    • Underground utility routing and infrastructure.
    • Roadway access, earthwork, grading, and site preparation.
    • Water and wastewater infrastructure.
    • Electrical infrastructure and power generation projects.
  • Coordinate closely with General Contractors, Owner's Special Contractors (OSCs), subcontractors, and utility providers to drive construction execution.
  • Monitor contractor performance, project quality, safety, costs, and schedules.
  • Identify potential delays, budget impacts, and scope changes, developing mitigation strategies and communicating updates to appropriate stakeholders.
  • Ensure construction activities comply with applicable local regulations, permitting requirements, and internal client standards.
Procurement, Contracts & Vendor Management
  • Support procurement strategies, subcontractor assessments, RFP/bidding processes, and vendor selection.
  • Manage contract-related activities, including scope reviews, contract negotiations, purchase orders, change orders, RFIs, and vendor agreements.
  • Coordinate with utility providers, municipalities, contractors, and external partners on service agreements, scopes of work, deliverables, and timelines.
  • Monitor vendor performance and ensure adherence to contractual obligations.
Stakeholder Coordination & Reporting

  • Partner with Strategic Negotiators, cost estimators, project controls, safety teams, design teams, and other internal stakeholders.
  • Coordinate with external real estate partners, utility companies, power suppliers, and construction contractors.
  • Provide regular project status updates to internal teams and leadership, highlighting progress, budget and schedule changes, risks, and mitigation plans.
  • Maintain accurate project documentation, track key deliverables, and support project handover, closeout, and performance benchmarking.
