Regional Program Manager (RPM)
The Select Group’s Telecommunications Vertical is seeking a Regional Program Manager (RPM) to lead end-to-end delivery of infrastructure, utility, and construction projects for data center sites. This role oversees complex, multi-disciplinary projects across the full lifecycle-from master planning through construction readiness, ensuring alignment on scope, schedule, budget, and compliance.
Qualifications
- 8+ years of project or program management experience within construction, infrastructure, utilities, or civil projects
- Experience developing cost estimates across the construction project lifecycle
- Strong background in budgeting, cost control, and schedule management
- Experience with contract management, including procurement, negotiations, RFIs, and change orders
- Excellent communication and stakeholder management skills
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field
Project Lifecycle Management
- Lead multiple infrastructure and construction projects across planning, permitting, and execution phases
- Develop and maintain project plans, schedules, budgets, and risk mitigation strategies
- Track progress and ensure alignment with timelines, costs, and deliverables
- Partner with internal stakeholders to gather and document project requirements (e.g., capacity, power, timelines)
- Track updates and maintain accurate records within internal systems
- Communicate changes in scope, schedule, or budget to relevant teams
- Collaborate with internal design teams to align on project execution and expectations
- Support procurement strategies, RFP/bidding processes, and subcontractor evaluations
- Manage RFIs, change orders, and purchase orders
- Ensure compliance with local regulations, permitting requirements, and internal standards
- Coordinate with internal teams and external vendors to meet project milestones
- Provide regular progress reporting and status updates to leadership
- Partner with project controls teams to ensure adherence to budgets and schedules
- Identify and mitigate risks related to land, utilities, construction delays, and compliance
- Support change management and contingency planning efforts
- Manage relationships with general contractors, subcontractors, utilities, and external partners

The Select Group is looking for an Associate Lab Tester to support a telecommunications initiative. This is located in Basking Ridge, NJ. They are expanding beyond its industry-leading wireless services into home internet and in-home connectivity solutions, including routers, Wi-Fi systems, and related devices. This consultant will support the scaling and operation of a lab testing environment focused on in-home networking products.
You will play a hands-on role in ensuring customers receive a seamless, stable, and reliable home internet experience. This opportunity offers exposure to networking, test engineering, and emerging technologies such as automation and AI within a dynamic lab setting.
Associate Lab Tester Requirements:
- Core Networking Knowledge
- Foundational understanding of in-home networking (professional or home lab experience)

The Select Group is seeking a Senior Cost & Benchmarking Specialist with deep experience supporting utility and offsite infrastructure construction projects. This role will support large-scale infrastructure initiatives by developing cost models, benchmarking project performance, and driving cost controls across complex utility scopes. Limited travel (approximately 1–2 trips per quarter) may be required to support project alignment and stakeholder collaboration.
Required Qualifications

- Deep knowledge of cost estimation methodologies and benchmarking frameworks within the utility sector

What You’ll Do
Cost Estimation & Benchmarking
- Develop and maintain Class 1–5 cost estimates for offsite infrastructure scopes such as substations, transmission systems, water/wastewater infrastructure, and heavy civil works.
- Build and manage cost benchmarking frameworks using internal historical data, industry databases, and regional utility cost curves.
- Identify cost outliers and perform comparative cost analysis across geographies, vendors, and delivery models (EPC vs. design-bid-build).
- Validate quantities, unit rates, and productivity assumptions in collaboration with engineering, procurement, and construction teams.
- Establish and enforce project cost baselines, tracking budget vs. forecast vs. actuals across multiple infrastructure projects.
- Lead cost risk and contingency analysis, including probabilistic modeling such as Monte Carlo simulations.
- Produce executive-level dashboards and reporting highlighting cost performance, benchmark alignment, and risk exposure.
- Partner with engineering, construction, procurement, permitting, and land acquisition teams to incorporate external cost drivers into project forecasts.

This is an onsite, execution-focused role responsible for configuring systems, building workflows, coordinating physical implementation activities, and driving day-to-day progress of the lab deployment.
The engineer will work under the direction of the Technical Program Manager and serve as the primary onsite resource responsible for translating implementation plans into working solutions across NetBox, Asset Panda, Jira, and related lab processes.

This individual will play a critical role in the delivery of new data center capacity, partnering closely with construction, engineering, operations, and vendor teams to ensure successful commissioning of mission critical infrastructure. This is a hands-on site leadership opportunity ideal for someone who thrives in fast-paced construction environments and enjoys driving complex projects through completion.
Key Responsibilities
- Lead commissioning efforts for assigned data center construction projects from pre-functional testing through final turnover
- Coordinate closely with construction managers, engineers, general contractors, vendors, and operations teams throughout the project lifecycle
